just get regular dye and put it on the tips of your hair. it should work fine. get hair treated safe shampoos and conditioners!

No bleach. Buy a semi-permanent dye that lasts 3-5 weeks.

That way if you scew it up, it will be out sooner. Then mix the dye according to instructions on the bottle and pour in a large bowl. If your hair is long enough, put it in a pony tail, and dunk the ends in the bowl of dye. If it's not that long, you will have to apply it a small section at a time using your fingers or an old toothbrush. Let it sit as long as the package says and then rinse it out in the shower. It should take between 30 minutes and an hour to do the whole process, including blowdrying afterwards.

Go to a salon. The only way to get electric blue hair is to bleach it. If you are not familiar with bleach and its process you might end up with one huge mess. Please don't try to use anything from a box. You will ruin your hair and regret it for the rest of your life.
